 High Culture is a characteristic of the audience, not characteristic of the arts. It refers to those forms of culture usually associated with the elite or dominant classes. An example would be this Statue, it has a 'High Culture' look to it. A lot of people who may be wealthy have the time and money to go to an expensive museum. While others may consider the graffiti to be art.
